No.  But this would have been a good start.  The DA can seek the death penalty on any case that merits it, even if the Governor has a moratorium on not executing anyone.

I’m guessing that if a person has been sentenced to death, and a new Governor assumes office, the moratorium can be lifted and we can start doing what needs to be done.

Maybe @calscan help me out with that?  I’m guessing.

That’s the good thing about this tax, the gang bangers and felons will have to pay the tax too! Gun violence will now go down as a result as this is common sense gun reform!

Ultimately this is what is going to happen.  They may still have a couple Mexicans in the back keeping an eye on things, but they've got the tech now to do this.  Of course a Big Mac is going to cost $8 either way.
