1.) I found this specific clip on Youtube and downloaded the video in an .mp4 using this site: https://keepvid.pro/en2/

2.) I converted the mp4 video to .gif using this site: https://ezgif.com/video-to-gif

3.) I added the text to the gif using this site: https://www.gifntext.com/

 

Took me about 20 minutes total beginning to end.

The Hitler gifs have the same basic stuff in each one. They're essentially the same.
