Everything you are proposing is not going to do anything to help right now. I'm not sure what "making it harder" looks like. Is this just a bureaucratic process that is so cumbersome and expensive that it deters people from buying a gun? What if someone already has guns and completed a thorough background check? Should it still be really difficult for them to buy another one? Is this training going to be provided free of charge? If not this will disproportionately affect lower income people. We've heard Democrats state that black people have a hard time getting IDs so they are prevented from exercising their right to vote yet they don't have a problem if they are prevented from this right? This shouldn't be limited to people that have money. Fix the NICS database that we have and ensure all local jurisdictions have the ability and infrastructure to report everything as needed. I think we already have the systems in place but they aren't as efficient as they can be. Actually enforce gun laws so that people who violate these laws are put into the system and prevented from purchasing firearms in the future. Teach children at a young age how to properly and safely handle firearms to prevent accidental/negligent shootings (those are 100% avoidable). We teach them how to put on condoms for the same reasons.
