Rodriguez has far more upside, some youth, and some peripherals that favor him being a borderline breakout. 
But you need him to actually break out. 

Steven Matz and Drew Smyly have been about the same, throw left-handed, and will cost way less. For a secondary or tertiary SP add, I wouldn't mind seeing either brought in instead of Rodriguez.

I'm glad the Angels didn't.  Maybe mostly because I'd see and hear "ERod" more often
