I don't see why not. Eric Holder has already put into play (the way the government works maybe it is still "in process") for these types of places to open bank accounts. At the time Holder was working on creating bank access for dispensaries, one of the main reasons was them being a cash business because of no bank access thus creating bad situations with robbery.

 

Holder and Obama have already allowed state rights with this issue and said they won't get involved creating a list of extremely reasonable demands (no kids/schools, no working with the cartels, etc.) that staes must follow.....and so far so good.

 

For the Feds to allow State to govern legal marijuana then turn around and impose bullshit fees is ridiculous.
