    The only exception to HIPAA in the USA is with medical providers who don't do anything electronically at all. If the doctor had all paper records, didn't take insurance and didn't call in prescriptions, that would have applied to her. However, 99% of the doctors in the USA would not fall into that loophole. Any other medical provider or staff member absolutely has to follow HIPAA.

    The state of California also has additional medical privacy rules, such as the Confidentiality of Medical Information Act (CMIA).

    Can we have a little empathy for Richards?  Guy suffers a devastating freak injury in 2014 and works his but off to recover.  Now he will be out for another two years.  Yes it is devastating to this season but I really feel for Richatds

    Way to blame the fan. Yes, a lot of fans don't pay attention, but even if they are...those balls are coming at them at very high speeds and they're often very hard to see. There isn't a lot of time to react and with that many people around you it's not that easy to get out of the way even if you do see that it's coming at you. Heck, the players get hit from time to time, and they're trained to react fast.

    And fans who are sitting behind the net one probably think they're safe.

    Agree with this completely. The way one has take specific gates for specific sections, and the fact that there's no real way to walk freely around the stadium are complete nonsense.

    That's actually why I stopped going to Dodgers Stadium. I used to attend games there periodically if I liked the opposing team (Angels, etc.) but the way people acted there made that completely unpleasant and scary. I never wore my Angels team colors because I thought I'd be shanked. I remember being on a Dodgers Express bus when a bunch of their fans started loudly shouting that anyone who wasn't on the Dodgers's side shouldn't be on the bus.
     
    Final straw was a situation I honestly thought was going to turn into a Brian Stowe-type beating. Guy walked to his seat wearing an opposing team's jersey and the entire section went after him.,..open threats, getting in his face, I think someone even threw something at him. Security did absolutely nothing. It went on for minutes. I wrote an email to the Dodgers about it afterward; they didn't even bother responding.
     
    Months later, I got a telemarketing call from the Dodgers and I cited that incident, and the lack of attention paid to safety and security, as specific reasons why I will never set foot in their stadium again. The guy started stammering "um, well, we can't control the fans..." BS. No responsibility taken for it at all. Not even "well, here's what we're doing to improve security for all fans..."
    The fans at that stadium, regardless of ethnic background, feel free to act like animals and the stadium's management is complicit in it.

    I love people that say if it was the Angels we'd all be okay with it like we have some kind of Angel fan boy double standard around hetr. I dont think any of us are a fan of going out there and injuring players unless it would be stupid Arod or annoying ass Kinsler. The point is the Angels for the most part DON'T play that way, they DON'T go out there with the intent to injure players. And ill be honest im not a fan of the instances where Aybar or other players do. If you don't even touch the bag not only should the runner be out, but the batter running to first should be out as well.
    Once again I have no problem with taking the guys out if you are actually sliding for and actually going for the bag. This sliding wherever or however late you want isn't aggressive non pussified baseball, it becomes a freaking cheap shot wrestling move. If you can just blatently go for the infielder at 2nd no matter where he's at theres no possible way for them to ever be able to defend themselves.

    If a guy slides at or past the bag it's a bullshit play. As he's running to second his objective is to be safe not to break up the double play. Once it was a foregone conclusion he was out he broke up the double play. In my opinion at that point when he slides past the bag he is conceding the out and should have been called out.

    I'm fine with runners sliding to take out the second baseman. But that requires the runners to actually freaking slide. Chase Utley did not slide at second, he basically went straight for the middle infielder without even trying to touch second. Why he was safe and sent back to 2nd is bullshit. Also, if runners are going to slide into unprotected infielders with cheap shots after they pass 2nd base, which is what Utley did there, infielders should be able to retaliate and start landing on guys cleat first with little regard for the safety of the runners.
    To be honest I thought much more highly of Utley, and the fact that I saw him do that last night in my mind turned him straight into trash. Hey Utley, you ever think your careers gone on so long because runners weren't being assholes on the basepaths doing whatever they freaking could to take you out with a gutless cheap shot late slide?
    Also thought it was hilarious that Howies reputation proceeds him as he no doubt began one of his classic GIDP to end the inning during a pivotal point in the game.
    The Dogs got lucky winning one game with gutless classless baseball and umps that blew a call while catering to the Dodgers. Joe Torre you are also gutless and classless and an asshat for not standing against this type of bullsh*t mentality. Now more than ever I want the Mets to beat the Doyers f**king asses.

    The slide was dirty. I don't know how people are even defending it. Take out slides are fine if they're done in a safe manner. Utley's was not done in that manner.
     
    For those saying Tejada was in a bad position, that's entirely irrelevant. Utley still slid right as he got to the bag and would've tackled(yes, tackled) Tejada even if he was in the correct position. Playing the game hard is totally fine if it's done with good intentions. It looked like Utley was ready for NFL Sunday with that "slide".
     
    And no, removing the take out slide or making a rule change on how late you can slide doesn't pussify the game. If you want to watch physical sports, then go watch football or hockey.

    Teams and players involved are irrelevant to me.  I'm interested in what is best for baseball.  If I was interested in tackling and players getting injured, I'd be watching the NFL.  The play is unnecessary in baseball and somewhat inconsistent... catchers arent allowed to get crushed for no reason anymore.  
     
    Would that have even been ok in the NFL?  They've been concerned with hits to the lower leg in recent years and changed some rules regarding such incidents.

    I don't think it's sexist. But I would have apologized if I were the Diamondbacks. Even if the girls were being ridiculous they were paying customers. You can't have the most vocal representatives if the organization ripping into customers like that on TV. It's not like people are clamoring to get into Arizona games.
    I wouldn't be upset had they not apologized but I think it was the right thing to do.

    This is ridiculous, but kind of what I expect from these boards after a loss.  Richards has some of the best stuff in baseball.  He has command issues, but thats what happens when you throw high 90's with more movement and spin than any other pitcher in the game (even statcast has confirmed this).  Richards took years to find his control and before he could even get a year under his belt he got injured.  You thought he was just going to bounce back and be just as good as the year before?  How often does that happen?  He has still been solid and has posted a 73% quality start rate (exactly what he posted last year).  He's still young and has only 600 IP in the majors.  Chill out.

    I think it's fair to question why Green didn't get more of an opportunity in LF.   I wanted no part of him at 2B but I do feel bad for the guy..... he seemed to be in the wrong place at the wrong time for most of his Angels "career".

    Totally agree with this. It's not Featherston's fault at all that he is where he is, and he's doing the best that he can. However the Angels did the team, and him, a disservice by keeping him on the MLB roster this year, Rule 5 or not. It did absolutely nothing for the team.

    when the Dodgers played the Angels, Vin Scully mentioned that Featherston was a very good college player ---
     
    as a Rule 5 guy from Colorado, we had to keep him on the 25 man roster all season long to keep him and so the Halos did.
     
    In doing so, I think the Halos weakened the 2015 roster and didn't do Featherston's career much help as he sat the pine most of the season instead of playing every day at AAA
     
    He would have been up on a major league roster in September with whatever team he would have been with -- Rule 5 or not ---
     
    I would have kept Grant Green on the 25 man roster coming out of ST (and sent Featherston back to Colorado) and said so at the time. By the half way point of the season with Featherston hardly playing at, getting few ABs, not much defensive replacement time and some PR but not much -- it was too late to do anything but keep him as a Rule 5 guy at that point. 
     
    It's fairly certain that Featherson isn't going to be the starting 2B or SS next season -- that's why you devote a season long roster spot to a Rule 5 guy.
