Ok, cool. So far Eppler has shown zero indication that he's willing to pay money or prospects for pitching. While I like Teheran a lot, he's just another one-year deal. And Bundy is another reclamation project that cost pennies. So despite the clear need to improve the rotation the actual approach has not wavered from the model that resulted in Harvey and Cahill last year, which is baffling. 

“Eppler, however, believes the pitchers currently on the Angels’ staff have the potential to form a strong rotation. 
“I think that we’ve seen some of the pitchers on our roster pitch at a pretty high level, so I’m not gong to undercut them and say they don’t have the ability to pitch at the front end of a roster,” Eppler said. “We’ve seen what Shohei can do. We’ve seen Andrew Heaney have periods and seasons with a really low ERA. We watched Griffin Canning come up and make an impact right away, and not to mention the contributions of Dylan Bundy and Julio Teheran. I’m not going to say this isn’t a strong group. There were five pitchers I really wanted the Angels to get.

I don't have a subscription, but it sounds like this article goes into how Doug White kinda broke Barria. This somehow escaped my radar when it came out, but man...brief summary from reddit: "Doug White tried to make him throw four seamers up in the zone like every other pitcher in the league. Barría to my understanding was having a melt down (mentally and statistically) with being forced to change his style."
If that's true....1. fuck Doug, and 2. he becomes a prime candidate to get back to his roots and have a big bounce back year. Still want to pick up at least one more top of the rotation guy, but pieces like this could be huge next year.

IDK, Probably Garret Cole (per steamer, he is projected to be the best pitcher in baseball next year by WAR, and is younger than anyone else in the top 5), or maybe Bieber (young guy, plenty of talent, good singer).
Realistically, Ryu. He has injury problems, but we picked up a couple of guys who can eat innings. We're gonna need some luck to do well in the playoffs, so at least lets have guys who can do it if healthy.

If you read this twitter thread he’s VERY confident they’ll add another pitcher.  He says on a scale of 1-10 his confidence level is a 10 they’ll add another. This could cut both ways.  One it could say he’s showing Eppler’s hand or it could tell the agent that we’re adding so make a deal.  I have a feeling it’s either Ryu or a trade. 

In a lot of cases the predictive stuff is still based on the old concept of FIP, which I think has been pretty thoroughly debunked. The idea that pitchers have no control of the quality of contact simply goes against common sense.

Well the person who told me was one of Eppler’s underlings, and not one who works in Anaheim. It’s possible, as I pointed out in my original comment, that he wasn’t 100 percent in the loop. With sources like that I am much more comfortable using them to confirm things that are happening rather than things that aren’t happening. 
 
It’s also possible the whole thing came together in the last 4 days, since I heard that.

Marsh and Adell both hitting this year would be HUGE. Would give us the chance to move Upton to DH to split time with Ohtani, instead of having Pujols there when he's given a rest from 1B. And, Upton would be a killer 4th outfielder. Fangraphs is project Upton to have a bit of a bounce back year at the plate, with 30 home runs and a BA of .240. It would also give us the potential to have a defensive outfield to match our defensive infield.

One of 10 reasons I always leaned toward keeping AW independent.  Partnerships are fine, but I never wanted the brand and community I built to be under someone else's rule.
