So if the Angels go get Cole, am I to believe that the Angels are smart to be handing the ball to Nick Tropeano on the fifth day instead giving the ball back to Cole?
Other than accommodating a special need for Ohtani (which I still am not convinced is necessary) I don’t see any reason to keep handing the ball to your sixth best starter on a day when it would be you #1’s normal turn.

The 6-man rotation was never really a 6-man rotation. The Angels believe the starters are mostly better off with 5 days rest instead of 4, but that’s also a function of the guys they had. I’m sure if they signed Cole he’d pitch more often than the other guys.
Also, you can have 5 starters on your roster and call up a guy for a spot start 1-2 times a month when you want to give the other guys an extra day.

If you want a look at the Angels history since 2000 when they hired Stoneman...  Here goes..
    Stoneman arrives.

Entering 2000, the Angels had 1 prospect ranked in the BBA top 100.  The system combined to go 303-410, a .425 Win%  (The one prospect was Ramon Ortiz)
Entering 2001, the Angels had 2 prospects ranked in the BBA top 100.  The system combined to go 343-345, a .499 Win%

Entering 2004, the Angels had 6 prospects ranked in the BBA top 100.  The system combined to go 314-379, a .454 Win%
Entering 2005, the Angels had 6 prospects ranked in the BBA top 100 and the number 1 farm system in MLB -- they combined to go 340-355  a 489 Win%
Entering 2006, the Angels had 7 prospects ranked in the BBA top 100.  The system combined to go 386-373, a .509 Win% (The DSL team was 27 games above .500, a 701 Win%)
Entering 2007, the Angels had 2 prospects ranked in the BBA top 100.  The system combined to go 405-359, a .530 Win% (The DSL team was 28 games over .500)
Entering 2008, the Angels had 4 prospects ranked in the BBA top 100.  The system combined to go 423-342, a .553 Win%

Nine years into Bill Stoneman's drafts -- the Angels MLB team and farm system was filled with homegrown players and organizational types.

    Bill Stoneman steps aside

Entering 2009, the Angels had 2 prospects ranked in the BBA top 100.  The system combined to go 389-368 a .514 Win%  Clay Daniels fiasco happens  -- Angels pull out of Latin America in shame.
Entering 2010, the Angels had 3 prospects ranked in the BBA top 100.  The system combined to go 388-369, a .513 Win%  Bane fired.
Entering 2011, the Angels had 3 prospects ranked in the BBA top 100.  The system combined to go 386-376, a .507 Win%  (The DSL team was 34 games over .500)

    Tony Reagins goes bye bye

Jerry Dipoto hired --  What was left of the Stoneman scouting department gets fired.
JD trades away T100 player Tyler Chatwood before the season starts

Entering 2012, the Angels had 3 prospects ranked in the BBA top 100.  The system combined to go 352-407, a .464 Win%.  T-100, Segura traded away.
Entering 2013, the Angels had 1 prospect ranked in the BBA top 100.  The system combined to go 381-378, a .502 Win%.  (The one prospect was Kaleb Cowart)
Entering 2014, the Angels had 1 prospect ranked in the BBA top 100.  The system combines to go 368-395, a .482 Win%.  (The one prospect was Taylor Lindsey)
Entering 2015, the Angels had 2 prospects ranked in the BBA top 100.  The system combines to go .344-419, a 451 Win%

    Jerry Dipoto quits

Eppler hired -- trades away T-100 Sean Newcomb

Entering 2016, the Angels had 1 prospect ranked in the BBA top 100.  The system combines to go 352-412, a 461 Win% (The one prospect is Jam Jones)
Entering 2017, the Angels had nobody ranked in the BBA top 100.  The system combined to go 375-386, a .492 Win% (SLC goes 72-70 with a roster made entirely of organizational filler average age 28)
Entering 2018, the Angels had 3 prospects ranked in the BBA top 100.  The system combined to go 313-438, a 417 Win% (Ohtani one of the 3 prospects)
Entering 2019, the Angels had 2 prospects ranked in the BBA top 100.  The system has gone a combined 239-362. s .399 Win%

    So, for those wondering.

In the 9 years Bill Stoneman oversaw the team the Angels had 35 players (16 individuals), rank in BBA's top 100.
In the 11 years since he left a total of 8 non Stoneman connected individuals have made a top 100.  Eight!  .... Cowart, Lindsey, Newcomb, Heaney, Jones, Adell, Canning, and Ohtani.

Basically this team's farm system turned into a dumpster fire starting in 2011 when Bane got fired and then the bottom fell out completely in 2012 when JD came in and fired almost everyone with ties to the Stoneman era.

As others have already said... W/L records are not what minor league systems are for unless you are one of those people that believes a part of development is learning how to win..    I know that's something that's thrown out there a lot when a young team falls short, and there is no denying that experience is a huge factor, the reality is it's just experience and reps.
As far as reasons why?   There are likely a ton..
-- They are still trying to build minor league depth -- they didn't have the organizational players in place most teams with healthy farm systems have.  It's those older types that often do a lot of the heavy lifting.
-- They have been aggressive promoting their prospects
-- The churn at the very top has caused a chain reaction through the entire system
-- They have been pretty aggressively doing complete tear downs of pitching and hitting mechanics when guys first come into the system.
If someone needed ONE solitary reason why the Angels farm system in 2019 doesnt have a winning record then I'd say it's because of this...  http://m.mlb.com/prospects/2015?list=ana
Take a look at that top 10...

Even better -- take a look at the minor league rosters and performances for our entire farm system in 2015

    Rookie Ball (AZL) https://www.baseball-reference.com/register/team.cgi?id=da5e5c61

    AAA - Salt Lake - https://www.baseball-reference.com/register/team.cgi?id=0303790e

When people here talk about the job Eppler has done to try to rebuild this team -- they really don't seem to understand how much work needed to be done from the bottom up.   But look at those rosters, and ask yourselves if you have ever seen an uglier more barren system top to bottom than that one.
The Angels had a system wide problem, not a bad MLB team problem...

I kinda feel like we're the Memphis Grizzlies the last 5 years. Just kind of there. Not good enough to really compete but not bad enough to be one of the worst teams in the league and get a great draft pick.

I agree I would rather be all and go for first then to middle around and finish 3rd or 4th. Similarly I’d rather be dead last than finish 3rd or fourth. It does nothing for me personally to watch a team just be mediocre.

Not Memphis this year but how they largely have been since 01. Everybody knew they didn't have a chance at contention but they were also not bad (most years). Maybe the Blazers are a better comparison. Just slightly above middle of the road which is one of the worst places to be in sports. I believe in the full tank or all in philosophy that's become prominent in every sport.

Hey guys, so my life has been quite a whirlwind over the past month or so, so I haven't been able to participate as much. In short, my grandson born in early July was born with a heart defect and needed open heart surgery. He almost died the morning after he was born and had to be helicoptered to Las Vegas' Children's Hospital. Thankfully after open heart surgery to correct TGA (Transposition of the Great Arteries), my grandson Kason is home with my son and daughter in law and doing well now.
That said, this entire journey though got me to thinking about perspective, what this team has gone through losing one of their best friends and good teammates and how we as fans can be very selfish about what WE want and when we want it, but never think about what others are going through nor consider the long view.
So I've been reading some of the threads of late and have seen a bunch of negativity. While venting is good and welcomed here, as is constructive criticism, it's imperative we all reign it in a bit on fire Eppler and bashing of this team for the sake of the entire community.
This has been a tough season. From a death in the Angels family (RIP, Skaggs) to countless injuries to our start players, not to mention a big swing and miss from our GM on all of the FA's he brought in this offseason. This has been documented, but we've beaten this dead horse to the depths of Hades. Myself included. I'm over it and done discussing it.
Do me all a favor. Try to find something positive to post or comment on, whether it's from our parent team or the future Halos down on the farm. There are some good things ahead for our Halos. Let's enjoy the rookies performances from here on out, Trout's run for MVP and the AL HR Champ, Ohtani, Simmons defense and our kids down on the farm. Hello, Adell.
Someone once said “Instead of worrying about what you cannot control, shift your energy to what you can create.”  My hope is that we can all work toward creating a better atmosphere here and that our time invested at AW.com goes toward furthering a better online community for everyone involved, including our non-members who read the site (and your comments) daily.
So let's cheer on the team in one accord, and though we may disagree and vent, we do so without vitriol, but with friendly banter. Always be mindful of our code of conduct and respectful to others. Thank you guys! ?
Here are some pictures of my grandson Kason and my time in the Las Vegas/Laughlin area for the past 3 1/2 weeks, in order from the time he was born, to the time he was taken into surgery, post surgery and then at home after 3 weeks in the hospital.

I don't think options are much of a concern for players like Adell, beause they don't tend to get shuffled back and forth too many times. They are usually called up to stay, or called up for a cup o coffee and then back to the minors and then back up to stay for good.
I think the issue is how long the Angels have Adell under club control. His service time clock starts, as far as I understand, as soon as he's on the major league roster - which is when he's called up. At that point he's under club control for six full years.
But because it is full years, September generally doesn't matter. If he's on the Opening Day roster, the Angels will have him under club control through 2025, whether or not he plays in September. In other words, if he's on the roster for 30 days in September, that's 0.17 of a year (a year being 172 active days of ~183). If he then is on the roster for 172+ days of the next five years (2020-24), he's at 5.17...so the Angels still have him for 2025. In other words, 2025 is the minimum.
But things get interesting if he plays in September and doesn't play all of 2020 on the  major league roster, and this is where I'm not 100% clear. If Adell is on the roster for 30 games in 2019 and then 142 days in 2020, that would be one fully year (30 + 142 = 172, which is a full year). So at the end of 2020, he'd be at one full year with five years left: club control through 2025. If he is 30 games in 2019 and, say, 152 games in 2020, it is over one fully year (182 games), but they still have him under control through 2025 as they don't lose club control within the middle of a season.
The Angels would only extend club control to 2026 if either his major league debut is delayed until late next year, or he spends a lot of time in the minors over the next couple years. That will only happen if he struggles, is injured, or they're creepily manipulative. But the point being, it is probably 2025, maybe 2026.
