Minasian came over after the 2020 season.  It takes time for a new regime to hire their people and fill out the FO, and in turn then start to hire people to oversee the draft and development process.
After filling out their team, it then takes time to draft/acquire the players they want and, over multiple years, develop them in the minors.
Some FOs can accelerate this process by having their owner permit a rebuild.  Minasian was not granted that ability for the most part, so he has had to gradually build.
There are some good signs in terms of the development of talent, but while no one really wants to hear it, it just takes time for the whole process to unfold.  
2021 was the first draft that he had, which was just 2 years ago.  The key question is, is the overall talent and health of the organization trending in a positive direction, or a negative direction?
JMO, but I think overall, the talent is trending positively.

The reality that Detmers projected value (War) is as close to Burnes as it is despite not being remotely close to a finished product is enough to make any Angels fans with a functioning brain not even consider it.  But the typical Angels fan can't see the forest for the trees, falls in love with brand names, and seeks to have them sign/trade for everyone always. 
The biggest issue the Angels have IMO is convincing their fan-base that they aren't making the same mistakes as in the past, that the farm is indeed moving in the right direction despite the prospect rankings and that the team is on an upswing.  Unfortunately the OMG they are going to lose Trout if they don't ________, OMG they are going to lose Ohtani if they don't do____________, blah blah blah crowd don't care.   
They have fixed the bullpen mostly via internal moves. They responded to the sudden loss of both O'Hoppe and Stassi with in house options. They had Barria/Canning to turn to when Suarez couldn't get out of the gate.  Neto solved SS.  Somehow they lucked into Mickey Moniak pretty much flipping some weird switch and turning his entire minor league history on it's head.  
I'd love to see them add an arm but given the Ohtani situation they are best served by avoiding giving up pieces that might be needed as soon as next season say in RF, DH and on the mound.  Perry has done a better job of obtaining value via trade than Eppler did, I get the feeling he also has a vision of the type of player he wants in place and no, I'm talking less about personalities and more about specific traits ala Eppler's devotion to spin rates.
Anyway -- a lot of words to basically say you gotta be pretty dumb to think trading Detmers is an option.

The only people it matters if they believe in this are Nevin and Minassian. Their jobs depend on the wisdom of this decision. The rest of us ? It makes no difference whether we like it. Winning solves everything. Just win baby and these questions disappear.

What? He took a big 3-1 hack because he was ahead of the count and was thinking hard contact on a mistake leaves the yard. He wasn't protecting the plate because it was open season on anything in the zone on that count. It had not a damn thing to do with his teammates. That narrative is so off tangent.
