if you hatch a fool proof plan to rob a house and you set up the entire thing and pay for all the equipment etc.  And when it comes time to do the actual burglary, you wait in the car while I go and execute your plan and then you drive us both away.  When we get caught, guess who's going to jail?  Both of us.  
If they need to spend some extra time being thoughtful about suspensions where they put a panel together and evaluate each player then I expect them to do their job and make an attempt to get it right.  Every player will have an opportunity to appeal.  
As part of the fine to the astros, they should also have to pay for the entire cost of the investigation.  

I'll throw a curveball at this one and say maybe you overpay for the second starter you get. Cole will get paid no matter what. Maybe you overpay a little for someone like Wheeler to take him away from Chicago and give our rotation a lethal 1-2-3 punch with Cole, Wheeler, Ohtani.

one thing doesn't have to do with the other. the angels will lose their 2nd round pick if they sign cole. it doesn't go to the astros, it just goes away.

I don't think that's how this works anymore. In the old system the other team got the pick, now it's just one team loses and a compensatory pick is given to the other team. Angels lose their pick whether or not the Astros draft.

I will be very disappointed if the players aren't punished.  they were in the dugout banging on a trash can after someone relayed signs to them from the tunnel.  How are they not complicit?  They're driving the getaway car.   Even the players who knew about it but didn't participate should be punished.  There isn't one guy on that team with plausible deniability.  You think Verlander is sitting there in the dugout wondering why some dude is whacking a trash can but never thought to ask why?

The Angels will still have their 10th overall pick.  They wouldn’t have the 2nd and 3rd.  Don’t fu*ck up the 1st and scout well.  Jesus, have higher expectations guys.

Rule 1: Roster size expansion from 25-26. That’s a cookie for the PA to get them to chill out about some of the other changes.
Rule 2: Regulations on two way players. It won’t change much, but I guess they felt regulation was necessary. 
Rule 3: Pitchers must pitch to 3 batters or to the end of an inning. Seems a bit bigger of a change, but it mostly just eliminates one batter only specialists. I like it overall. I get that we’re losing strategy, but the constant pitching changes can be annoying to sit through. I do wonder about how they’ll police any ‘injuries’ involved.
Rule 4: Change to IL time. Obviously intended to keep teams from shuttling guys back and forth from the big club to manipulate the roster limit. How well it’ll work remains to be seen. Whether it was necessary, I dunno. Someone smarter will have to explain to me why it was a problem, I guess.
I'm just waiting for universal DH, both because it’ll improve the game and because it will cause all the whiny NL fans to go into a meltdown. I’d also like to see robo umps sooner rather than later.
