PROSPECT PROMOTION INCENTIVE
A team is eligible for Prospect Promotion Incentive (PPI) draft picks if a rookie-eligible player with 60 days or fewer of major league service who is included on a preseason top 100 prospect list by two or more of Baseball America, ESPN.com or MLB.com is promoted and finishes high in award voting in any year before he is eligible for arbitration. The team would get an amateur draft pick for a Rookie of the Year or a top three in MVP or Cy Young, and an international selection if second or third in Rookie of the Year, or fourth or fifth in Cy Young. A team can gain at most one PPI pick in the amateur draft and three total PPI picks for any individual prospect in his career.
 

At this point in the season, without any shot at the playoffs, I think if keep O'Hoppe down and "rehabbing" so that he still qualifies as a rookie next year. If he wins ROY, the Angels get another draft pick after the first round, which is tremendously valuable for a farm system this poor.

Perry needs to stay. Nevin needs to be canned. Bullpen has negative synergy because it’s managed so poorly.

It appears that since May 23, subtracting just the one bad outing against the Cheaters in mid-June:
21.2 innings, 11 hits, 29/9 Ks/BBs, 2.10 ERA, 0.93 WHIP
Maybe he stopped throwing the cutter so much?

Step 1: Draft a mid major collegiate prospect in the first round. 
Step 2: Draft an overlooked big program college prospect in the third round. 
Step 3: Draft one prep player in the first 11 rounds and give him an overslot bonus.
Step 4: Promote everyone to AA immediately. 
Step 5: Promote everyone to MLB by the following May.
Step 6: Repeat

Couldn't have said it better myself. We tried the "stand pat and maybe we'll be competitive in 5 years" approach with Billy Eppler and it got us nowhere. I give Perry credit for trying with this trade, and for trading for Moose and Escobar the same weekend about a month ago. I never saw Quero play or anything, but once O'Hoppe emerged earlier this year as the starting catcher I figured he was probably blocked with the Angels. At least if they fall short and miss the playoffs again this year I can applaud them for the effort. Hopefully the boys respond and kick some ass in the doubleheader today. Let's go!!

One that’s better than Wallach. 

I'd keep Silseth.  He looked fantastic in his last start and made a significant pitch adjustment.  Maybe that is part of why they decided they could part with Bush, too.  If Silseth is viewed as a SP option, to go along with what we have currently in the rotation, we are really solid in terms of SP depth.
Go get Hader from the Padres.  Now THAT would be a shutdown pen - Hader, Estevez, Lopez, Moore.  

So what.  Neto, O'Hoppe, Detmers are all very young and aren't "prospects".  
Angels ranked pretty high back in the day with Mathis, Kotchman, McPerson, Kendrick, and.... ummmm... Joe Torres. ?  Oh Brandon Wood.   Hmm.  Jo Adell

Reynaldo Lopez: 
April: 12.1 IP, 15 hits, 6 BB, 19 K, 5 HR, 8.76 ERA May - July: 29.2 IP, 18 hits (.173 BAA, 2 HR allowed, 16 BB, 33 K, 2.43 ERA) Assuming he's more the pitcher from the last three months, it's pretty hard grabbing a setup man as good as this at the deadline for a package like Quero and Bush almost on their own, let alone with Giolito.

FWIW, I haven't really seen anyone non-Angels' biased bemoaning how this was a huge overpay....

Bush and Quero are solid, but almost definitely 'overrated' by serious Angel fans. This was a pretty reasonable deal. Quero has a ways to go and we have two good young catchers ahead of him. Bush is getting mentioned with things like "chance to start" and "could be a back-end rotation" guy. We have a good crop of MLB arms now and more arriving soon. I saw one independent source at one point comp Quero to Victor Caratini.

Also, Jack Kochanowicz is R5 eligible this winter, so unless he's dealt, you can probably expect to see him added to the 40-man, effectively replacing Bush on the depth chart. Angels could draft a college catcher in one of the next two drafts in the first couple of rounds and they'd probably effectively replace Quero right there.
