Yes, I get it. But I also think it is valid to scratch your head at signing Stephenson before, say, addressing the rotation. My point was that Stephenson is a bit like nice cuff-links; buying them before the suit is set can seem a bit strange (though you may be right that it implies that they're going to put together a nice, or at least nicer, suit).
I personally am in more of a "wonder what Minasian will do" space than feeling strongly that he should go one way or the other. I think the team as it stands is better than many fear, but not quite good enough to be taken seriously as a contender (that is, I see them as a roughly .500 team or just below). Given what's available in free agency and what the Angels have on the team and as trading parts, I don't think they can up that substantially. Meaning, savvy moves and/or a big splash or two might get them to the 85+ win level, but I don't think much better than that.
What I think Minasian is doing is trying to at least give them some chance to be competitive in 2024 without destroying the future. Meaning, a bit here, a bit there, and hope for the best - but not take an approach of desperation and trying to go all-in on winning now. To some extent he looks like he's trying to back into an 85-win team: nothing flashy, but a few clean peanuts and sneaky good players (like Stephenson).
Given the Angels' sparse resources, whatever Minasian does will inevitably involve a significant amount of risk. Stephenson is a good example: he could now be the elite reliever he was in the second half and be a bargain, or he could regress to career norms and be an overpaid average reliever.

I like this move. Let's be honest, we're not swimming in the ocean...we're in the kiddies pool. There is only so much Min can do right now. It's a very risky move -- both a RP and his limited recent turnaround success. But that's the option in the kid pool. It's better than some $250-300M risk. If he goes bad, ok it's not a killer. If he is the real deal, fantastic -- you have him for three years. Which means could also trade him eventually down the road for a big return as a seller. Min needs to take these types of risks...smaller, but potentially big returns.

Daniel's really didn't do anything that a lot of other international directors did or were doing at the time (or so I've been told by many in the industey). Except, he got caught and MLB made an example of him.
However, after that, we ignored the International Market, particularly the Latin market for a decade, setting our franchise back about 2 decades (once reputation is lost, and facilities go to hell, it's a lot harder to get top tiered Latin talent). I have always been very critical of the organization's lack of international presence and the organizations lack of scouting and player development.
If I owned the Angels, I would immediately double or more the scouting budget, especially international scouting, and more than double the budget for player development.
Having gotten to really see the insides of the different minor league teams, there are very specific things that I would do that would greatly enhance the overall organization, yield more from our drafts, and save the team lots of money over the long haul, as well as producing more Major League players.

From everything I've gathered over the past couple weeks, Arte Moreno is still reeling from losing Ohtani as he seriously thought the two-way sensation was going to stay. Losing him to the cross town rival Dodgers was just a dagger to his side and he's been disenchanted since.
While butthurt and without any direction, he's stuck in that where the F do we go next mode while unwilling to overpay for Bellinger, Snell, Hader (at this time), since he's been burned by Hamilton, Pujols, Rendon's contracts in the past.
Arte is also stalling to move on anyone significant due to the pending Ballys TV deal in court. As are other teams.
Meanwhile Perry Minasian has been trying to add some mid-tier pieces and has even went to Arte about a certain starting pitcher some of us have wanted on here but Arte told him NO WAY. Didn't want the PR nightmare attached to the player, but it was interesting that Perry approached him and views him as top of the rotation arm, solid #2 on a good team.
The thought is that Arte is bag of emotions & at a crossroads with the TV deal in play, but at any time he could just say F it and go big or just roll with what they currently have and let Perry fill in some voids in the mid-tier market.

I think this is it in a nutshell, why we’ve been awful for a decade. There hasn’t been a consistent, well executed plan. Arte may mean well (and I think he does, by in large) but running an organization based on his whims of the moment, is not a recipe for success.
