We haven’t had any prospects is exactly right.  But what I mean is that It’s pretty risky to invest a lot of faith into prospects.  I get that we have to go back 10+ years with the Angels but still.  Look at Byron Buxton.  Prospects flop all the time.  I’m just saying, there is risk in signing some of these FA.  There’s also risk in hoping things will work out in a couple of years with our prospects. There’s always risk. 
The Angels have talented players now.  They have stars.  They don’t need to get stars.  They need guys who will be productive.  That’s available.  So the Angels shouldn’t just sit back. 
And again, you don’t know what will happen with guys like Simmons and Upton, and even Trout.  It would just be very unfortunate to not get into the playoffs with these guys.  It’s distinctly possible.  The good news is.  The Angels are close.  Maybe close enough to do it if the cards play right. But they can make themselves much closer.

The problem is Dipoto has not been able to get a tier 1 prospect or future game changer for the likes of Diaz, Segura (if JJ Crawford headlines the return) & Paxton.

That isn't the expectation, just the realistic outcome.  If we were to put the outcome of prospects on a spectrum...
1. Lottery - Very few prospects reach this conclusion, and even the ones that do, you may not notice. It's only the ones with a huge ceiling that meet that ceiling that we truly notice. This is the Mike Trout. 
2. Good outcome - A player isn't quite the stud envisioned, but still a good major leaguer, depending on their upside.
3. Realistic outcome - If he's a good prospect, he becomes an ok regular in the major leagues. If he's a marginal prospect, he becomes AA depth. This is where the vast majority of prospects land.
4. Unfavorable outcome - This prospect doesn't live up to the expectations set. They still may end up as role players or reserves, but don't end up moving the needle much.
5. Bust - The prospect never materializes, regardless of promise.

So if Luis Rengifo hits the lottery, yeah, I'd say he's Jose Reyes, the sort that turns in regular 4-6 win seasons. If he reaches his good outcome, which I'd say is Chone Figgins, he'll be an everyday player that accumulates 2-4 wins per season. And the realistic outcome for Rengifo would probably be a 1-3 win player, like Izturis. The unfavorable outcome here would be that he's a career backup and AAA depth. Replacement level. And bust would be that last season was a fluke and he's never that good again. 
And even on this spectrum, some players are more likely to reach their ceilings than others. I'd consider it a small disappointment if Rengifo never became more than Izturis. I know that's a realistic outcome, but I think his likelihood of reaching a better outcome than that is high. 

In Anaheim huh? Hmm I know everyone thought Disneyland but i thought why not the bowling alley on Lincoln and Brookhurst?? Lots of liquor stores nearby, hookers, a Carls Jr, a place to get your haircut and do your taxes..
He could be a really good pickup for the Angels and really only needs to be a Heaney-Skaggs type performer to make this rotation look a lot better.  (although, I'm not sure if that production would be good in terms of WAR created per dollar and such, given how much he may get paid).
 

One move?  Ok trade for Greinke, Bradley, Ross and Goldschmidt, take on all of their salary.  Still not sure that’s enough but it’s as close a one move transaction with any sort of chance of happening.
