I think that's about 90% of it right there. The org is trying to reduce a severely bloated payroll, and most likely isn't going to contend in the next year or two anyway. Why pay Mike Scioscia millions of dollars to NOT manage the team? Might as well wait it out another 2 years and hope Arte is smart enough to never give another manager that kind of contract again.
I'll add that with the way things are going this year, the situation is ripe for players to revolt and for things to get truly ugly. That hasn't happened and we haven't heard or seen of anything, so I have to think the players are still OK with Mike. Again, no point in changing now.

I think you are limiting yourself by suggesting he can only play crappy defense at 3B. I think he's very capable of playing crappy defense at 2B and maybe even LF. He can also DH.

he and Carlos Perez are pretty comparable at this point, and remember that Dipoto got Nick Tropeano on top of that. A steal of a trade.

I think a big part of what's fueling the anti-CJ sentiment - aside from him generally coming off as a douchebag - is the report from last year that some within the Angels organization (I forget if it was players or the FO) didn't believe he was really hurt. Maybe Fletcher can shed some light on the validity of that report.
But combine that with this year's lost season and CJ's style of pitching (get two outs and then throw 37 pitches trying to get the third out) and it's not hard to see why fans are quick to jump on him.

The continual signing of free agents to deny us draft picks plus the regular trading away of prospects is a big part of why we are in such a bad place now. We can't go down either of those paths this offseason. Plus I would argue signing free agents now as a pretty optimistic push to get us to the playoffs is delaying the practically inevitable pain. This is going to hurt for awhile and signing mid tier free agents at this point is only likely to extend that.

Skaggs staying healthy the rest of the year and pitching well would be one of the best things to happen in 2016.
