Only Shohei really knows, but, I think it's probably more likely he'll stay. Under Arte, the Angels have stood by Shohei through long term injuries and rehab, and allowed him to develop his two-way skills the way he wanted to, allowing him far more leeway than most players are afforded. They played a huge part in supporting him to become the superstar that he is today and with Arte being the hands-on guy that he seems to be I'm sure they must have developed a personal relationship. With Ohtani's character in mind, I can see him feeling a sense of loyalty to the Angels for all that, maybe a sense of unfinished business too, so, I think with a fair offer on the table (and maybe a break clause or two) Ohtani will stay long before free agency becomes a complete media frenzy distraction.
 

As it stands today, its likely he will miss the start of the season.  BoSox have had a really weird off-season. 

They would go through the process again, no questions asked. Deals fall through all the time, it isnt a big deal on that end.

To answer your question about Ohtani, if Arte makes Ohtani an Angel for life I will give him credit. But it's also the only right decision any owner could make.

During Arte's 8-year slump in missing out on the playoffs he signed Trout to two extensions, the last one for life. Signed the World Series MVP Anthony Rendon. Earned the trust of Shohei Ohtani to sign with the Angels. He just pushed the payroll up to a franchise record this offseason. 
If he signs Ohtani to an extension and the Angels are competitive this season and make the playoffs, will you give Arte credit where it's due @Taylor?

You seriously think Ohtani doesn't add value to the franchise? He adds a shit ton of value to the team. 

I honestly don't care. As long as the team will spend what's necessary on development and keeping talent here, I don't care who the owner is.

How much did we just spend on international free agents? If you don't think there have been improvements, you lack objectivity. I'm not saying Arte is suddenly a perfect owner, or that I'm pleased about today's news, but to blindly pretend he hasn't made some changes is just absurd. 

Right now is probably the worst time to sell (or buy), with all these interest rate hikes and threats of recession.  He probably didn't get the offers he was expecting, and wants to ride it out till the economy turns.
