MLB testing is not strict as NFL or UFC and it only tests that your testosterone levels do not exceed certain threshold instead of testing for exogeneous testosterone which can easily be tested.  So yes they can be on TRT as long as they do not exceed a certain limit.

Maybe Bundy can pitch a complete game shutout tonight and raise his trade value.
