Are there any restrictions on which teams can participate in the lottery?
Yes. MLB’s system will have the most restrictions of the major sports and go further in reducing or preventing repeat winners.
Large-market teams (defined as teams that do not receive revenue sharing) are prohibited from receiving a selection in the lottery in consecutive years.
Small-market teams (revenue sharing recipients) are prohibited from receiving a selection in the lottery in three consecutive years.
Clubs that are ineligible to receive a lottery selection in future years due to these restrictions will be permitted to select no earlier than 10th overall.

That’s asinine. Don’t find a great manager because the team isn’t good enough. That’s some awful logic. 

I tend to agree. This isn't a competitive ball club, so I don't see the point in finding a manager who is a great in game tactician.

Phil Nevin has been around most of these young players for over year and half now. I think he knows them pretty well and I hope he gets to stick around to further their development.

Well said.   Funny thing is that the guys with the highest post counts are also the most emotional, so they aren't able to look under the surface to see what is really going on.  They are about to find out and it will be glorious.

@mmc You can facepalm all you want. I like results and results matter. Nevin hasn't had the results, and the organization has scandal after scandal, leads the league in injuries, and can't win. They need a major overhaul, and I can't understand how you don't think so.
Minasian has been objectively terrible evaluating free agents and making trades. He's like 4-34 in successful major league moves.
I get that he's got a good eye for the young talent in the draft, and so maybe he's a good scout or has good scouts, or would be a good scouting director. But he's not a good GM...

Ok on Drury, that's 3. Estevez has been bad in the second half, but it's not a high dollar move so thats 4. Urhsela, Lorenzen and Syndergaard are meh. Mediocre moves that didn't bring success. 
Iglesias trade was one of the worst trades I've ever seen. So no. And don't give me the free up dollar bullshit. They did that because he wanted to reduce payroll for the team to be more palatable for a new owner. But they got nothing back from one of the deepest, most well run organizations in baseball. They could've asked for some low level minor leaguers, and they didn't even get that. They got Tucker I can't pitch Davidson and Jesse Chavez for one of the best closers in the game.

It's crazy to remember that era, when this Org was literally one to be proud of (like that ESPN article mentioned) and to see how bad we screwed it up.
And we managed to do that by securing a huge revenue stream, drafting the best player in decades, and signing the best player in a century.

When you look at all those players you listed, they were on the roster because there was nothing in the minor leagues to promote. Eppler left him with a talent shortage that doesn't magically cure itself in one draft.
You really want to hold him accountable for patching 9 holes on the bench and lineup in his first year with a limited budget?
How about a repeat in the second year where he had almost the same cycle of holes not supported by the minors but he stuck with guys like Ward and Walsh. 
Minasian is pulling rabbits out of a hat but the hat is only so big. His owner was going to sell the team and he still pieced together a competitive roster until the dominos started to fall and the injuries out paced the available minor league talent. But he did do a damn good job putting the pieces in place. 
I'm starting to see an actual team imerge out of the rubble of the last eight years. The owner could fuck it all up by dumping Minasian and his people, he could also fuck it up demanding another expensive free agent.
Or... shit gets back on track and the roster becomes 3/4 home grown instead of mercenaries.
