He just posed questions, it's the respondents that created the data. Whether it fits Blum's narrative is more of an indication he isn't off base with other articles critical of the Angels. This franchise is really poorly run.

You should never count on guys like Sano, Adell and I’ll even say Rendon. 

Why?
Sano looks physically good and he's crushing off a tee, great. 
JD had 33 bombs last year with a .893 OPS.
Soler had 36 bombs with .853 OPS. 
There is room for Sano if he has a good spring. 

But he was an All Star in 2019!

So the Angels are down 11 position players from last year and have only added a reserve OF!
Who knew they were so deep!!
Joking aside; White. Sano, Martin, Calhoun, Marisnick, Dozier, Mejia, and LeBlanc are probably as useful as the guys they lost and maybe more importantly they are slated for AAA.  So, at least they have that going for them.

The last two years, one thing that has stood out to me as just awful is the baserunning. Two embarrassing moments stand out -- Ward getting tagged out after rounding 1st, with Mashore standing 4 feet away from him and not telling him that Altuve was on the base. And Adell's baserunning debacle against the Blue Jays where he couldn't score from second on a double off the wall because he went back to the base. There are countless other times where guys just seemed lost on the bases. 
Then think about our fielding gaffes -- throwing to the wrong base, errors, etc. 
The bullpen will be better just by virtue of having a real life experienced manager there. 
And pitch tipping. I firmly believe Ohtani, Syndergaard, Detmers, and several relievers had issues with it. And the staff didn't catch it. 
So yes, a quality staff will make a difference.

I'd offer Bauer the ML minimum deal that he said he'd accept, and offer Bellinger a 5 or 6 year deal.  
I really think we haven't done anything to replace Ohtani's impact on our offense.  

I hope they make smart moves.

I don't care what other teams will or will not do.  I care that the Angels could improve themselves without blowing their wad on Snell/Bellinger and aren't doing it. 
I agree it seems pointless to invest so heavily in the pen and then pin their hopes on health and in house improvement, but that's exactly the sort of thing the Angels under Moreno have been known for.  They have a chance to create depth in the rotation.  They could improve their depth at MI.  They still may, I hope they do but I'm no expecting it.
I'm not as down on them as most, but they are the closest they have been to being truly irrelevant than at any point prior to 1995.
