BTH got a reaction from Yes We Can in Who are the best GMs/POBOs (pres of baseball ops)
I'd say that, right now, the best are probably Chris Antonetti/Mike Chernoff with Cleveland, Andrew Friedman with Los Angeles, Derek Falvey/Thad Levine with Minnesota, Billy Beane/David Forst with Oakland, Brian Cashman with New York, and Matthew Silverman/Erik Neander with Tampa Bay.

BTH reacted to GA16 in Did anyone hear Arte Moreno talking on AM830?
I listened to the interview and there were a few good takeaways.
Rodger asked if he would be comfortable with Fletcher as the SS next year, Arte said yes but he also said he is a good 2B...
I am paraphrasing but Arte said the pandemic will play a role in how much he spends in FA. He mentioned that they only hit about 37% of their projected revenue this year. He alluded to the fact that the amount of spending will be dictated on if we have fans in the stands next year and play a full season. He mentioned MLB will give some indication on how the season will play out soon.
Talking about the different rules we had this year he said he liked the expanded playoffs and the 7 inning double header games.
He said that they have not negotiated with FA's yet and are waiting until the GM is in place.
Arte sated they believe they have a good team and other than pitching they are looking for a Catcher, MI, and RF.
In regard to the GM search Arte said they are looking to move away from an analytical driven process and are looking for a more player development process.
He said the last few years, the analytic process has been trying to force players into roles that didn't work (specifically trying to get pitcher to throw with more spin) for them which gave negative results.
Lodge pointedly asked if the new GM will be given the "keys to the franchise" to make the decisions. Arte said no they won't be given the keys and that "the last few times they did that it did not work out".
The way Arte talked about the next GM it sounded like they have already picked their guy.
Throughout the interview he kept mentioning that he wants to build a team for Trout and Rendon to win with. He understands how important it is.

Lead the baseball operations department. One benefit of having both a PBO and GM is that they can supplement each other in areas where the other lacks knowledge/experience. One guy can be an analytical guy, while the other could be a traditional scouting/player development guy.

There haven't been "multitudes of candidates for the Angels GM position that would have required a title greater than GM in order to be hired" because Arte has never shown a willingness to hire one of those guys.
That's the issue. Arte isn't willing to hire someone as a PBO, so executives who would need that title in order to join the Angels haven't even been interviewed.

It's the people making the decisions that's important, but in order to get the right people to make those decisions, you usually have to pouch those executives from other organizations. That's where the titles come into play, because that (along with offering more money) is how you get those people to join your team.
The Angels haven't hired anyone that would necessitate the PBO title, and that's' the problem. Instead of trying to poach a proven executive, they always go after first time GM's.

I'm sure you can obtain that goal by hiring a GM and 2 Asst. GMs that fit that criteria.

Jo Adell's value has dropped, and there's a simple reason why:
While Adell still has the same potential, this past season shows that he still needs to develop more before he starts performing well. He has 6 years of control, but he may not be a solid contributor until he has 4 or 5 years of control left, because we saw that he still needs to develop. That severely hurts his value, because teams weigh what production they are getting during team control, and not just the number of years of control.
Simply put, Jo Adell with 6 years of good production has more value than Jo Adell with 4-5 years of good production and 1-2 years of development.

Also, having both a PBO and GM shows that the owner is willing to spend money in the baseball operations department.
If the Angels get both a PBO and GM, it suggests that Arte has realized that the way he was running the organization hasn't worked and that he is trying what the successful teams have done in recent years.

I think people's fascination with this is because the teams that have both a PBO and GM are better run organizations and ultimately have more success than the teams that don't have both.
The teams that currently have a PBO and GM are BOS, CHC, CHW, CLE, MIN, OAK, SF, and STL.
CHC, CLE, MIN, OAK, and STL have had sustained success within the past few seasons. CHW just had their first successful season and look primed to carry it on. BOS and SF were smart and started following these organizations models in the past couple years so that they can build up to be what those other teams have become.
Not to mention that LAD (who is the best example of sustaining success) had a PBO and GM before Zaidi left to run SF. Also, CIN had a PBO and GM before Dick Williams left the organization and they seem to fall in the same category as the CHW.

And until we see Arte Moreno actually hire a former GM, I'm not convinced that he will do so.
The Angels lack of President of Baseball Ops is because of Arte, as he hasn't hired anyone needs the PBO title in order to be poached.

I have the same feeling. They aren't going to use the modern structure because Arte Moreno doesn't like it and isn't willing to use it.

Arte Moreno says he wants to win, yet they haven't done much winning the past 10 seasons. Yes, his objective is to make money first and foremost, but he also wants to win, and he's failed to do that the past decade.

BTH got a reaction from Jeff Fletcher in OC Register: Angels’ two assistant GMs to leave organization
Martone was going to be gone because he came with Eppler from NY. Strangio was a holdover from the Dipoto regime, but he left the organization because he was moving to the east coast for family reasons.
The only blame you can put on the Angels is that they didn't hire a GM before the contracts of Strangio and Martone expired. They already knew Strangio was leaving, and they also knew that they weren't bringing Martone back because he was an Eppler guy.

The Angels need pitching, but they need to keep their options open. If Lindor comes cheap because Cleveland is desperate to move payroll, they need to be ready to take advantage because players of Lindor's caliber aren't available often.

He also mentioned a few days ago that he heard there was going to be at least 15 people interviewing for the GM job, and they are at least at 14 now, so that makes me think that the information he's getting is correct since his previous information was also correct.

That might be a real bad idea for him. He's not going to get 18 mil in this market, and his value might decline with the Quality offer.
