Perhaps but 3 million dollars will ruin someone. The small farmer/rancher is going to be non-existent if the feds have their way. Then the same folks who are pushing the regulations that helped put them out of business will be the ones complaining about large corporations having a stronghold on farming.
Reading this they pretty much consider any waterway as something that belongs to them. As to red's statement. The water should belong to you if you owned the property before the new regulations. That or the feds should pay a large fee to the owner for basically stealing his property.

More evidence of why giving more power to these a-holes is never a good idea. They enjoy screwing with regular folks, flexing their muscles and ruining people's lives.
I just don't see how you justify giving the government more power, authority and money when it has basically mismanaged most everything they have done.
That is it for me. Watching Trout playing in an Angels uniform brings me back to watching Nolan Ryan pitch when I was a kid. Only Trout really did start out with us. The first true superstar the Angles have ever produced and maybe the best player to ever play the game. That is a once in a lifetime opportunity to go to your home stadium and watch the best player in the game play for your team.
I can't see any return they could get that would make up for losing him. Any trade worth it would decimate another team.
I've posted this before, the moment they trade or fail to sign Trout, I'm done being an Angels fan.
Watching him play for another team will be one of the more depressing things ever in baseball.
