Arizona, Yankees, Atlanta, St Louis, KC, have done a lot. You are right lot of players still on FA market. Ton of RP and starters that could help even on short deals.

Again you miss the point, only way Trout is traded if he ask. If he ask and Arte says ok to get anything decent back they would have to eat some money. His value is at a low point because of injuries last 3 seasons. 
 

First I hope he can stay healthy and play 140 to 145 games with DH open this year. Trout controls if he is traded. If healthy and having good year he would be tradable. Angels would have to eat some of the money. I also do not think he will be traded and also hope he remains with halos.

Maybe instead of trading Rengifo you sign him to an extension. Have him one of pieces with young players to build around and in 2 years be competitive. Save your money and invest next off season.
