And I wouldn't think Perry would be likely to publicly say "I wanted to sign more players but my boss said no." However, I think we can assume that's the case.

As for Cooper, I suppose he'd be better than Sanó. The other guys still don't play shortstop as well as Luis Rengifo, so you're talking about a No. 3 shortstop and No. 6 infielder. Also, the player would have to want to come to a place where he's the No. 6 infielder. 
I'd call any of that hair-splitting. 
I do think Brandon Belt would be a decent addition at this point, but who know what he's still looking for. 

My guess would be Strickland and Zuñiga with Soriano starting in the minors.

My last conversation didn’t lead me to believe they expected anyone’s price to fall enough to make a difference. That’s not to say it couldn’t happen or Arte couldn’t change his mind, but don’t hold your breath.

Well they have starters they like and the bullpen was pretty empty. Perry talked about their lousy run differential in innings 6-8 and said it was a priority to improve. Go back to the stories written when they signed Stephenson.

Including DH, there are enough ABs to go around for Adell, Moniak and Hicks to all get enough ABs for them to show something. Maybe someone gets hurt. Maybe someone plays much better. Maybe someone plays much worse.
