It all boils down to Artie is cheap. Spend money on hiring a BPO, maintaining and upgrading Minor League / Spring Traing facilities? Not going to happen. Upgrade the Major league facility? Not likely. Heck, they won't even properly maintain the information on their website, and really how much would that cost? During Spting training games, the Dodgers had slick 8 page brochure size handouts with information about the team and the organization. What did the Angels have? A couple 8 x 11 sheets of paper with the players names and uniform numbers. CHEAP Artie should be embarrassed, but he obviously isn't.

This adjective could be use to describe the Angels personnel and organization this year.
