I think the Angels would do it in a few years if Trout maintains this production. They would probably backload it to avoid most of Albert's heinous contract, but I think that figure is fair.
All of the albatross contracts (with the notable exception of Pujols) will be off the books by the time Trout can leave as a free agent. They can spend the money if they really want to keep him long-term.
I just checked Cot's. The Angels owe 106 million to five players in 2016. This doesn't even factor in Trout, who will likely earn a fortune in arbitration.
This is a mess.
My dream scenario is the Angels get something for Downs, shut Albert down for the season, and tank for a draft pick. They can still compete in 2014 if they don't screw up another offseason.
