9. Los Angeles Angels -- Jose Alberto Rivera, RHP (Astros)
Scouting Report: The Astros signed Rivera signed for $10,000 at 19—relatively older for a Latin American signing—so he didn't make his full-season debut until he was 22 in 2019. He has electric arm speed, producing a fastball that ranges from 97-102 mph with lively tailing action. He throws a split-change in the mid-80s, a pitch that progressed throughout the 2019 season to flash above-average by the end of that year. He has a hard slider in the mid-80s as well, but it's not reliable in terms of the pure quality of the pitch or his ability to hit his target. He has an aggressive, high-energy delivery that he will need to corral to repeat more often and improve his strike-throwing ability. His control will probably lead to issues in 2021, but he should be able to stick around the Angels' bullpen as a power reliever.

Chris Rodriguez, RHP, Angels
Rodriguez showed some of the best stuff of any pitcher in Arizona. His fastball sat 94-96 mph with sinking, tailing life and he commanded three secondary pitches that all drew plus grades from evaluators. His slider, in particular, jumped forward to become the best pitch in his arsenal. Most important, Rodriguez was durable. After being beset by injuries throughout his career, Rodriguez handled a normal workload and didn’t miss any time while maintaining premium stuff throughout.

Erik Rivera, LHP/OF, Angels
Rivera shows the most promise of the many two-way players the Angels are trying to develop. The 2019 fourth-round pick showed a good lefthanded swing with power at the plate and a fastball up to 95 mph from the left side on the mound at instructs. Evaluators generally prefer Rivera as a pitcher and think that should be his primary role moving forward, but he showed enough offensive potential to contribute as a pinch-hitter or designated hitter on days he didn't pitch.

Colton Cowser
Sam Houston StateOFNotes:Like Wilson, Cowser could get knocked for playing in a smaller conference. Unlike Wilson, Cowser has track record with Team USA on his resume and scouts came away impressed with his swing and ability to control the strike zone after watching him as a rising sophomore with the team in 2019. The No. 6 prospect in the college class, Cowser has a projectable frame with above-average speed, solid instincts and solid hitting ability and power.
Los Angeles could be a wild card in the draft after firing GM Billy Eppler after the 2020 season and the team is also picking in a range where the board tends to open up.
