Adam Schiff Received the Whistleblower Complaint a Month Ago and Didn't Report It Until Now, Why?
The complaint is in fact dated August 12. It was sent to House Intelligence Committee Chairman Adam Schiff in addition to Senate Intelligence Committee Chairman Richard Burr. The news of the complaint didn't break until last weekend.

What the revised form says
The whistleblower submission form regarding the disclosure of "urgent concerns" that appears on the national intelligence director website has a revision date of August 2019. The new version has a field for the filer to check one of two boxes stating they either have direct knowledge of the event or "heard about it from others."
I just realized you might be right.
The Chair of the Senate Intelligence committee is Richard Burr (R). He's been blowing Mark Warner (D) the ranking member thru out the Russian Hoax. He hasn't even closed the Russian Hoax investigation in his committee, yet. He refers to Mark Warner as Vice Chair.
There are other wishy washy R's on the committee, too.
Do the other Senate committees have supoena power during the process? I hope so.
