I think it's the latter but it was once a region hit 15% or lower of ICU capacity left is when the stay at home order went into effect

The reason I ask is that I always thought many hospitals do not have an abundance of ICU beds to begin with because of the costs associated with having them. That leads me to believe that those beds being full is a common occurrence at any given time. I think you are right about this being so politicized that using ICU capacity is probably political with this virus at this point. Now if the ICU beds are being completely dominated by COVID patients then I can see why that is a problem for other illnesses and injuries that come up.

One thing is a fact, I personally know a bunch of people that have it now. Thankfully it's coworkers and not family members. I've been taking all the precautions, including trying to keep my immune system strong, so maybe that's why I haven't got it yet.

I have no real knowledge of how the hospital industry works but, in all seriousness, what is the normal ICU capacity at the peak of cold/flu season in a "normal" year?
