The issue with the Howie play was that the catcher blocked the plate

You aren't allowed to put your foot down and that's what happened

If the C would have left the plate open he would have been safe

I think that is addressed in Article XX, section b, subsection 5.  

So my understanding is that it can be done but there will be no points because the trade can't be official until the June 15 draft
