The current stadium was downsized to about 30,000 seats in 1996-97 so Disney could do its renovations.

Yes. The Angels and the city don't agree on the interpretation of the language.

Arte Moreno had that option in Tustin. He passed. That doesn't mean he couldn't do so elsewhere - maybe even next to the current stadium - but that would not appear to be his first choice.

No. The lease specifies the Angels' parking spaces have to be surface-level. You can't build parking structures, or much of anything else, without the Angels' OK.

To those who asked, the Angels have veto rights over certain development on the stadium parking lot. The proposed development at issue here is at the corner of State College and Orangewood but is not part of the stadium property (even though that corner would seem to be).
