Hi, my name is Eli Grba, and I'm an Angels fan.

I am expecting either the same payroll or a modest increase to remain "competitive" during the sale period.  I can't imagine anyone or group interested in purchasing the Angels interested in having Arte limiting the teams competitiveness.  I think maintaining status quo is the best business plan for Arte and probably the most inviting option for prospective buyers.  Of course, I've never spent a couple of billion dollars so I actually have no idea about any of this.
I just want to watch the Angels play in the playoffs.

This headline could also go with the following headline that should have been used through most of the season:
Angels use a lineup with 5 players who would not be playing in the majors if they weren't in an Angels' uniform.

Minasian is working to keep his job.....it doesn't make much sense that he would simply have a placeholder manager.  I expect Minasian to push all of his chips in during this off-season.  Unless Arte says no, I expect him to to make some aggressive moves because there is no reason to wait for new ownership with an Ohtani and Trout window.

I think having Ohtani masquerading as Adell would be difficult.  They seem to be different heights which would obviously give it away.

While I would say a number of people share blame, including Minasian, I think he has done a pretty good job on the whole of building the organization so far.  His free agent signings have been decent - Syndergaard, Lorenzen, etc.  No one has been amazing, but if you look at the track record of most FOs, most free agent signings are hits or misses.
The key thing that he can do is greatly help build our player development infrastructure.  It is too early to tell, but it does seem like we have more promising prospects now than we have in a long time.  It takes multiple years for a GM to overturn the player development department, hire the team they want, and then have those principles instilled into the minor leaguers they currently have, as well as look for particular players to draft thereafter.
Again - it just all takes time.  The key question is, is the organization (from top to bottom) trending in the right direction?  Based on our minor league system, I would say yes, it is.  The MLB results should show up soon.

Got to like the way they play 100 lose teams tough. Having Loup give back two runs to one of the worst offensives in MLB was quite unexpected.  Can't blame Nevin for that.

I think it is all connected together, and improving the offense would have a huge positive impact on the pen.
Right now, the lineup has been fairly consistent - Rengifo, Trout, Ohtani, Ward, then a bunch of random combinations thereafter.  The top 4 have been rather solid.
The pathway to improving should be fairly simple and cheap - a LHH OF (Pederson? Gallo?), a 1B (Bell? Abreu?), and someone who can reliably backup 3B/1B (Drury?).  Signing those 3, IMO, would likely cost 30mil or so in payroll.  Toss in a decent SP, and take a few flyers on relievers (i.e. no big money), and that should suffice.
If Rendon is healthy, we can see:  Rengifo 2B, Trout CF, Ohtani DH, Ward RF, Pederson LF, Rendon 3B, Bell/Abru 1B, Stassi C, Fletcher SS.  A bench of a backup C, Thaiss 1B/3B/C, Drury 2B/3B/1B, and Moniak or some decent backup OF.
Even if Stassi and Fletcher struggle again, that lineup should be pretty strong on the whole with decent depth.

More specific to a better offense, having league average replacement production from hitters 5-9 would make a huge impact.  Having a hitting philosophy incorporating "productive outs" as well as putting the ball in play where it is pitched would also hugely help.
