The point is you can't "read the whole thing", you can't read Obamacare at all. After that, you're going to have to find every memo and regulation added behind closed doors at HHS along with every memo issued to the insurance providers for guidance on how they actually plan to enforce the law contrary to what the law says.

AFAIK he's doing what he does all the time, which is spaz out and pretend a ball got away from him to draw the runner off the bag. It's worked a half dozen times over the years. Watch him when a runner tries to steal 2nd and the throw is late and off target.
