Does this have anything to do with the new rules? The cap on posting fees would seem to lessen the incentive to post star players.

IMO it would be a two-team race between the Dodgers and the Yankees. I don't pay much attention to stuff like this. Paying $20M just for the privilege of negotiating with a player seems like money down a hole to me - although I get that you don't have to pay it if he doesn't sign.

I don't get it.  Why would the Rakuten president be at the winter meetings?  Tanaka will get the maximum.

I'd say it has a LOT to do with the new rules. The Golden Eagles are the one NPB team that voted against them.

Agreement in place between MLB & NPB on new posting system. So when this deal is finalized, then a decision will be made if Tanaka will be posted.
