Strikeouts and base on balls are a very small portion of 9 innings of play. They are a very small portion of all but an elite pitchers ability to control the game.

 

For most pitchers they strike so few and walk not so many that neither is a truly trackable or indicative of why they underperform. They underperform because between giving up a few walks they give up a shit ton of singles, doubles and a few sac flies and home runs.

FIP takes home runs nto account but not singled doubles and triples, which is why you can't just use it by itself. You have to analyze each pitcher on a case by case basis
