Source: In MLB's posting proposal, there is a $20M maximum posting fee. In case of tie, player free to sign with any team with top bid.

In other words, if this proposal goes through, Masahiro Tanaka is essentially going to be a free agent, and he is going to get paid huge.

I thought the chances of the Angels signing Tanaka were somewhere between slim and none all along--but if this really is the deal, I think their chances are zero at this point.  Only way they could even come close to competing for him would be to go way over the $189 million threshold.

WEDNESDAY,4:51pm: According to a report from Japanese report passed along by Patrick Newman of NPB Tracker (on Twitter), the Rakuten Golden Eagles are the only NPB team to stand against the proposed changes. The Golden Eagles, of course, are Masahiro Tanaka's team.

I think this makes the chances of him signing with the Angels an even bigger long shot.
