I'm actually surprised Sicoscia said this. I was expecting more of a "we'll just roll with it" type comment or a "we'll just take things pitch by pitch."

Probably because split squad games require guys to play longer games which they are not conditioned for at the start of spring training. The first week or two of spring, pitchers especially are limited to low pitch counts.
