a couple of things here, the Downey studios etc site is a much smaller site so a cost comparative doesn't work. Not to mention the costs of remediation are much higher now than they were then. Secondly, there are still contamination concerns on that property and questions regarding the effectiveness of the remediation. There have been additional cleanup efforts since the initial remediation. http://articles.latimes.com/2009/aug/02/business/fi-ct-downey2

El Toro Air Base was 4,682 acres.

Damn, that's way bigger than I thought.  Downey probably isn't the best comparison, but then again who knows how much of El Toro is messed up.  It would take forever just to figure out where the stuff is.

For the record, Downey was given closure for soil and groundwater within the last 6 months.  So the 10 years I said it took?  That's literally the last 10 years.

If you're trying to say that remediation costs were higher 10 years ago than today, I guess that's true.  But the project was bid on as a lump sum, and an interest rate was included in that bid to offset anticipated rising labor and equipment costs.

The article is from 2009, and is the first thing that comes up on Google for 'downey studios cleanup'.

The site is done with, dude.  It'll be redeveloped before you know it (more than half of the original property has already had a brand new hospital built on it)
