I read this as that even if ARod chooses to fight any suspension or ban, he still won't be able to play until the matter is resolved.

Apparently he's of the belief that he can p,ay while his case is under appeal. The talking heads on espn seem to think the commissioner is pissed off enough that he'll use his authority to keep arod off the field, regardless of any appeal process.
