Just a random thought but honestly even if the Angels get an outfield injury, is there a chance they'd be better off just relying on guys like Rengifo, Drury, Fletcher, and Walsh filling in, and calling up Velazquez than calling up Adell/Moniak?

It depends on how the players on the major league roster are doing and the defense of infielders in the outfield.

If Phillips’ production is similar to 2020-2021 levels, he’d be a fine option to start in the OF vs. RHP.

But the bigger question would be the defense of infielders in the outfield. If one or more of them are adequate in the outfield, then it may make more sense to put Rengifo, Urshela, Drury, or Walsh in the outfield.

This is why the Marlins are losers. When they have something of value, they trade it away, and the return is always laughably disappointing. 

Christian Yelich landed then Brinson, Diaz, Harrison avd Yamamoto. In other words, they got a collection of nothing for a future MVP. 

They traded Giancarlo Stanton and in return got Starlin Castro, Jose Devers and Jorge Guzman. Castro has been Gio Urshela, basically. Devers is a utility infielder and depth fodder at the moment and Guzman is a AAA reliever. Stanton was coming off an MVP season. 

And now they traded away the most valuable commodity in baseball, good, young consistent, controllable pitching. And in return they got a 1B with bad knees that's piss poor defensively, can't hit for power, nor run. Arraez won a batting title, but it's an empty batting average.  Miami even threw prospects on top of the deal. 

And this is why that organization continues to disappoint.

I would think Phillips is the 1st option. The 2nd option would be Adell?Moniak hitting the cover off the ball in AAA. The 3rd option is shifting an infielder to the outfield and I would think the infielder called up with be determined by the performance comparison of Velasquez to Soto.

Well first, Chapman doesn't have any bad press. He just skipped a workout and got fined. That's a lot different than actual, legal trouble. Whether you think Bauer actually did anything wrong or not doesn't matter. It's just how it goes. 

Second, and most importantly, he's a completely different asset. He's going to be in the bullpen and immediately throwing 98+. He hasn't missed significant time, like Bauer has. Bauer hasn't pitched in well over a year. Is he going to be ready to take the mound on opening day? What is his contract even going to look like?

Their situations are entirely different.
