Basically, they lay out potential outcomes. 

- FBI probe finishes, deal goes through. 

- They rework the deal. 

- Anaheim opens bidding on the land surrounding stadium, in which case a developer may partner with Moreno, though this is may be a long shot with California experiencing a mass exodus of private citizens and businesses due to politics.

- Bidding on the land surrounding the stadium may be low, in which case Moreno gets it cheaper than the current deal, and Anaheim loses money. 

- Nothing happens at all, and the Angels are stuck at an ever aging, outdated Angel Stadium until 2029 at the earliest and likely 2039 because the glacial pace at which things happen with government.  Similar situation to the Tampa Bay Rays, but even worse because it's an older stadium and California's taxes are already so high, taxing citizens for a new stadium is out of the question do they money has to be private. 

It's likely in the city's best interest to have this deal go through. They can't build on the stadium land without Moreno's permission, so no one will bid on stadium land they can't develop for nearly 20 years, and the land surrounding the stadium carries even less value if the Angels aren't playing there anymore. Regardless of Sidhu being innocent or guilty in the probe, Anaheim would do well for the guaranteed 350 million Moreno offered them. And for the Angels, Moreno is already 76. Having the deal go through, with a renovated stadium and developed surrounding area before he dies could be his legacy.
