I've been to the A's stadium. It is outdated, dilapidated, in need of repair, the parking lot is a junkyard for the seats the ripped out of the third deck, pretty much a dump of a stadium that probably should be abandoned and torn down. In other words the jewel of it's surrounding area.

It's a barren wasteland on the south end of the stadium area, as Mudville alluded to.   Walking past there two years ago the weekend of the DH, it's an eerie feeling one gets while walking by there.   

At least Oracle Arena is to the west.

I don't think anyone is poking fun at them. That stadium is a dump, though. No one is saying it represents what they stand for. No one is saying it's their fault. In fact, the A's are trying to change it and are practically begging the league to allow them to move to San Jose where they will build a new stadium entirely with private money. But it's absolutely a fact that the stadium they play in now is gross.
