Junk came from the Yankees so they likely have more info on him which means they put him higher.   I'm actually surprised they have Crow on their at all.  Most lists don't.  Other than Junk though, It's probably one of their better lists.

I'll trust the evaluations from people whose job it is to watch and evaluate players, rather than fans' amateur scouting reports.

Junk doesn't have a bad pitch, and he has better than average command of all his pitches. He's as unexciting as it gets, but he also just so happens to be precisely what this team needs in it's current state.

You've got a ton of upside in the rotation, but not a lot of steady, dependable arms. If the team sustains injuries, as it has for the last six consecutive years, you'll need a guy like Junk or Barria to step in and not make every turn through the rotation a bullpen game. Yeah, they're going to give up 4 runs, but they'll also go six innings. It's not enough to win, but it's enough not to guarantee a loss most nights and saves the bullpen. 

So I recognize the justification.  It doesn't mean I agree with it necessarily, but there's a case to be made.

Junk, being where he is, is more of a beginning of season thing.

Likely by mid-2022, some of those guys will be rated ahead of Junk.  Likely not Crow, only because of being in the lower minors

They could try a Jordyn Adams to the Padres for Chris Paddock type of trade. 

Gives the Angels more depth by stashing Detmers in AAA, and Paddock has some decent upside and needs a change of scenery. The Padres need OF help both now and in the future. Adams doesn't help now, but he gives them the benefit of not having to move CJ Abrams to CF, off shortstop or second base, where he's very good.
