As had been covered by pretty much everyone here, the international bonus thing is even more of a lottery than the draft. With the draft, most of the players have been playing on showcase teams for a while so scouts have a better idea how they do against better competition. Some prospects are 21 and have performed in college, others are generally 18 and have been tracked since 16. 

There's just a huge difference between a 21 year old that doesn't have to adjust to culture or language, and a 16 year old from another country that is still undergoing puberty.

So then maybe at best, one of the 16 who signed so far may get a cup of coffee or better and the rest will not realize their dream.

If you go back and look at all these signings over the years, it’s shocking how many fail to make it to the bigs. We will be lucky if even one of these guys ever plays a single MLB game.
