They should move to more of a pro soccer model with academies and training centers. Too bad it gets too hot in Arizona and Florida to just expand their spring training sites into this model and house all players at the facility. Build dorms and give them a meal plan like college. While these minor league cities do make money for their community, at the end of the day it is ridiculous to have your players in your organization playing in multiple cities and make it more difficult for analysis even if easier these days with technology to do so.
