 Sandoval's changeup is elite and threw it 37% of the time today. I am trying to think of a successful pitcher who threw their changeup that much. I want to say Cole Hamels?

Pedro had the best changeup I've ever seen but he never threw it more than 20-25% of the time and not even that much when he was in the AL.

Trevor Hoffman?  He had seasons where he threw it almost 35% of the time.
