Since pitchers are using a lot more than sticky/abrasive substances that really isn't the case. Vaseline or Sunscreen isn't going to give you more grip.

Yep, when the league hitting average dips below the Mendoza line pitchers will have to pitch with straight jackets on.  I'm also surprised they haven't outlawed shifting in some fashion.

Or maybe pitchers should try to keep the ball down, concentrate more on location, rather than spin rate.  

There is a difference between wanting a better grip and wanting to use a substance to increase spin rate.  If you read the entire Cobb article he says he wants less spin because he is an off speed pitcher.  They need a universal solution, whether that is a more tacky ball or one specific go to substance to get a better feel for the ball.
