Yeah, I think it just comes down to that.  He does have good stuff, but perhaps he needs to fine-tune his approach and work on his pitches more, which he can do at the alternate site / AAA.  

Given Noe wasn't signed to a major league deal, I think that suggests he might not actually be added to the roster to start the season (otherwise I imagine they'd sign him to a major league deal), which opens the door for someone else to be added to the roster.

As it is now, we need two roster spots for Rojas and Lagares.  We have one available, so there's still some corresponding moves to be made before the season starts.

If I’m not mistaken, that was Noe’s second attempt to hit him.

He actually missed his spot both times. He tried to hit him the first time and missed, so he gave up and decided to pitch normally, but missed his spot again.
