my understanding is that they have one of if not the largest scouting and development budgets in all of baseball.  

and they've gotten ridiculously good at doing something I don't think Arte would ever do.  Trading their best players before they get overly expensive.

Figgins was buried in the Rockies system when acquired by the Halos at age 23.

Davis was buried in the Dogs and Rangers systems, and then picked up by the Halos at age 24.

Both could/can play all over the diamond.

Both supply athleticism, Davis with the obvious power edge.

I love what Jackson did this year. 

He badly needed to prove that his Pioneer League power wasn't a fluke, and he needed to show signs of improving his discipline, and he easily did both this year. He went from being a prospect I was somewhat wary of getting too excited about to maybe my favorite offensive prospect in the system, at least above rookie ball.

Arizona Fall League rosters have been announced:

"Angels (Glendale): Jeremiah Jackson, SS (No. 5); Robinson Pina, RHP (No. 20); Orlando Martinez, OF (No. 26); Nathan Burns, RHP; Coleman Crow, RHP; Zach Linginfelter, RHP; Anthony Mulrine, C

Jackson missed a good amount of time in 2021 with a quad strain, but will look to build off an otherwise successful season offensively in which he posted a .906 OPS in 218 plate appearances. Pina will have to be added to the 40-man roster this offseason, and the AFL gives the Angels one more chance to get a look at him after he pitched across three levels and led the system in batting average against (.207) and was third in strikeouts (140) en route to a 13.2 K/9 rate. Martinez wasn’t taken in last year’s Rule 5 and has the chance to earn a spot on the roster again after hitting 16 homers in his first taste of Double-A this year."

FYI, according to Taylor Blake Ward's organizational roster he keeps updated, Brendon Davis, Luis Aviles, Jake Gatewood, Izzy Wilson, and Edwin Yon all are set to hit minor league free agency this winter. If true, that's quite a sting. Hopefully Minasian is working to re-up some of these guys to minor league deals, as well as consider protecting at least Davis. I trust TBW too, so this is likely true, though the COVID season last year might have caused some changes we haven't learned yet.

Gerardo Reyes, Nathan Bates (just added to AZL), and Cristopher Molina on the pitching side, plus most of the AAA guys who didn't make it to the bigs, like Johnson, Pannone, Danish.

I can't see any reason why the Angels wouldn't re-up and add Brendon Davis to their 40-man roster. 

If they let him walk it would be completely irresponsible after what he did across three levels as a 23-24-year old this year, playing really good defense at 2B, SS and LF.

Here's a reason: the player may not want to re-sign with the Angels.

It's been publicized how badly the Angels treat minor leaguers, even compared to other teams who treat minor leaguers badly.

Davis would obviously be an in-demand minor league free agent, so you'd have to be pretty incentivized to re-sign with the Angels if you're Davis.

I'm not sure he has a choice if the halos add him to the 40 man.  

Note that a player who ordinarily would have been declared a Rule 55 minor league free-agent is NOT eligible to be a free-agent if the player is either added to an MLB Reserve List (40-man roster) or agrees to a minor league successor contract with his previous club by 5:00 PM (Eastern) on the 5th day after the final game of the World Series.

Correct, but there's no guarantee that he gets added to the 40-man.

what point are you trying to make?  The Angels know that if they don't add him to the 40-man, he'll likely be gone.  But if he's added to the 40 man then he doesn't have a choice.  He becomes part of the org for as long as he's on that roster.  Hector Yan sat on the 40 man all year and didn't get past A ball.
