Pena settled for 1.1 too. 

Angels payroll for 11 players is 142.088 million. This doesn’t include the two remaining arbitration cases which will likely fall between 8-12 million, or the as of now 13 players who will fill out the rest of the 26 man roster. But that makes real payroll between 156 and 160.

When the number one need is healthy pitching and you are up against the tax, yea, I would say it is too risky.  If they were to trade for a cost controlled young arm and then decided to sign Kluber for $11 million, sure, no issues.  But he pitched 1 inning last year, and pitched 35 innings the year before.  Also if I am not mistaken he had a shoulder injury in 2019, and those are much different for a pitcher than an elbow injury.  He averaged 218 innings for a 5 year stretch from 2014-2018, so there is real concern that his shoulder is done.
