I suppose they did, but I don't think anyone thought they were going to be noticeable... Aside from the 3 batter minimum I forget what the other changes were.

Those six spots are :20 in length. The allotted time for breaks is 2 minutes which was cut back from 2:30. In the past commercials were :30 so you could stuff only five into that 2:30 block as long as you don't need a station ID or local programming promotion. 

Doing the math television commercials are not where the viewing time lag is being caused. Cutting out those extra :30 only accounts for shortening the game by 4:30 at best not including relief pitchers. 

The time to lose has always been time between pitches. Pitch clocks can solve that. Refusing batters time out of the box can solve that.

Yup. Give the pitcher 20 seconds from catching the ball  to starting his motion forward, and that allows you to eliminate timeout for the hitters completely. There is simply no reason to not do this.
