Well, if we are being honest, ff they had the tapes, they already scouted the players.   

I think when push comes to shove the Angels actions seem to be tied to the reports that MLB is moving forward with the elimination of some minor league teams.  I'm still not happy to see them not try to add guys, -- but the reality is that pretty much every scouting preview this off-season mentioned how very young the Angels farm system was..  So, adding a bunch of 20+ college players would have added more organizational types than actual prospects.   

The crappy part is they are 500K in the hole in international money due to the Rendon signing -- so, it's not like they can turn around and go nuts signing the top 16 year olds either.
